April 24, 2005 Clarification From UYSA Leadership I would like to take some time to address some of the many rumors flying around regarding the Special Council Meeting scheduled for May 20th. Scott Maxfield and I have spent many hours this past month speaking with the leadership of specific clubs within our organization. Many of these clubs have expressed a need for change if they are to continue their affiliation with Utah Youth Soccer. Two changes that Scott and I are willing to endorse is a change in how our competition program is run. One change proposed is to establish a State Competition Committee that would oversee the entire state competition program. This committee would establish policy and make changes from time to time as needed. This committee might consist of a representative from every registered club, league, league at large or independent organization, or perhaps a group of individuals voted on by the organizations listed above, to oversee all aspect of the state competition program. We also support the creation of a Club Pass. This request is much overdo. This pass would allow the leadership of a club or league, to manage players on a daily basis. The competition committee referenced above will take on the task as to how the passes would be implemented. It should be noted, that teams that are desirous to participate in the State Cup tournament would still be required to roster their teams as per the national rules. Independent teams should not feel left out with regards to this pass, as we believe that the state competition committee would allow them to use players within their district program. This kind of change provides for more flexibility for to coaches in the training and development of their players. We do not support the creation of any rule that makes exception to one particular group. Any rule changes that are passed, would then apply to every player or team within our state program. Any person, who has the desire to participate in our program, must become a member of Utah Youth Soccer and pay the membership fee. All teams wishing to participate in the state program must pay the state competition fees. Non member organization will not be eligible to play in State Cup. Non-members will not be allowed, in any capacity, to participate in ODP. Coaches must have a team registered with Utah Youth Soccer to coach in the ODP program. UYSA, US Youth Soccer and the Soccer Federation have and will always support independents. ANY team may register and participate in our programs. You do not have to belong to a specific club to participate in ODP, State Cup or State Play. You just simply need to be a member of UYSA. There have been remarks made by certain individuals that might lead you to believe otherwise. We have been told that several members have been approached, to find out if they will be attending the meeting on May 20th. We strongly remind you that there must be 50 percent plus 1 of the voting strength present to vote on any issue. Then, there must be 2/3rds majority for any changes to pass. If you are unable to attend, we strongly recommend you give your proxy to someone within your own organization so that your views and opinions are well represented! Our continued responsibility is to oversee the growth and development of every player. We will continue to represent players from all areas within our state, and all levels of play. It is important that we all come together to assure that soccer will be offered to all, in an equitable manner, and that the children who play the game are the ultimate benefactors of our efforts.
