The Developmental Pass The Developmental Pass is a UYSA policy that provides the fluid movement of players to help allow player development as well as reduce the need for canceling or rescheduling games due to injuries, conflicts, etc. The Developmental Pass is a club or league managed system. Developmental Pass Policy The Developmental Pass is for State Competition Players ONLY. ALL district, double A, x-League and recreational players are not eligible for the pass. Competition Coaches may utilize State Competition Players legally registered with UYSA under the following criteria: 1. Affiliated Clubs a. Will only have access to competition players registered within its own club.2. Independent Teams a. Will have access to competition players registered within its own geographic league. The league being determined where the majority of the players reside.3. Roster Size a. A team's game day roster must have a minimum of (11) regularly rostered players.i. The minimum 11 player's need not be present at any given game. (3:06:02)b. A team's game day roster can have a maximum of 18 Active Players. 4. Individual Count a. An individual player can use a developmental pass a maximum of six (6) games per season. 5. Team Count a. A team may play a maximum of three (3) developmental pass players per game. 6. Premier Player a. No player rostered to a Premier Division Team can play in a lower division within that or their age group. 7. Playing Up a. Developmental player may only play up in accordance with current UYSA policy i.e. (3:06:01)i. U10 and younger players to play up a maximum of 1 year 8. State Cup a. Developmental player's (rules) cannot be used by any team participating in that season's State Cup after:i. Fall - All teams participating in fall State Cup will comply with the State Cup "named to roster" deadline two weeks before the first day of State Cup. 9. Transfers a. Transfers and multiple roster provisions will still be available. 10. Violating Developmental Pass Policy a. Any coach or player who violates provisions of this Developmental Pass Policy shall be subject to disciplinary actions in accordance with the Association's disciplinary rules. 11. Team Eligibility a. Coaches who wish to maintain team eligibility for State Cup and the National Championship competition must comply with all applicable eligibility requirements for State Cup and National Championship competition including, but not limited to, roster continuity, roster naming dates, and previously rostered player transfer limits/rules. 12. Employing the Developmental Pass System a. Coaches within a club or league would come to agreement on which players were going to temporally shift to another team within the club or league for a match.13. Game Day a. Prior to each match the coach will present the referee with 3 copies of the game day roster. This roster shall be entered and printed on-line prior to the game. One copy would be for the referee, one for the opposing coach and one for the coach to keep. Developmental Pass Online Management System Instructions 1. Login to your online management system account. 2. Click "Edit" next to your team name in the Tournament Applications/Game Scoring section. 3. At the top of the screen, click the words "Player Roster". 4. Click "Assign" next to the player's name that you want to set as a developmental player. This will take you to the Developmental Player Assignment page. 5. Once at the Developmental Player Assignment page, select the team that the player will be assigned to in the "Team" drop-down menu. 6. Pause for a moment and let the page refresh. Then choose the game # from the drop-down menu that the player will be participating in. 7. Click "Save". 8. Once you click the save button, the player will show up on the receiving team's game day roster that the receiving coach will print 3 copies of (1 for referee, 1 for opposing coach, 1 for self). The assigned players will have (dev) beside their name. 9. If your club's teams are registered in different districts you will have to contact the State Office to get an email form to force the developmental assignment through the system.
