Minutes of the Meeting of the Board of Directors
November 12, 2005

CALL TO ORDER

The regular scheduled meeting of the Utah Youth Soccer Association was called to order by President Leisa Vineyard at 9:00 a.m. at the Red Lion Inn in Salt Lake City, Utah. The following members were present:

Also present were Scott Harward (Executive Director), Cindy Barron (Protest and Appeals Chairperson), John Lowery (Disciplinary Chairperson), Linda Kay Messenger (Tournament Committee Chairperson), Jodene Smith (State Cup Chairperson) and Terri Mills (District 4).

Board Members who were excused were Bruce Cuppett (Director of Development), Greg Maas (State Technical Director), Teresa Ortiz (Risk Management), Eric Blommer (District 2 Chairperson), and Delon Brower (District 7 Chairperson).

Board Members who were not excused were Scott Maxfield (Vice President), Rick Henage (Treasurer).

WELCOME

President Leisa Vineyard welcomed everyone and thanked them for coming out on a Saturday.

President Leisa Vineyard reported on the Fall Workshops in Alaska that were held in October. All of the reports are included in the packets.

Vineyard also reported that there is a survey from REAL Salt Lake, please check it out and if there is something that we should add let us know.

Vineyard also reported what other competition leagues are doing. Colorado is similar to us, they only have 10 games per season, and they only play on Saturdays. That is how they fixed their field problems. The club pass is also only available to the Premier Division teams and they only play 1 season, Girls play in the spring, and Boys only play in the fall all age groups.

District 1 Chairperson, Allen Jones reported that his old League in Chicago has the same amount of teams as us, and he has the contacts there that we can work with to get information on how to do things from them also.

Vineyard also reported that we have had another death in our soccer family, 13 year old Brady Jensen from the UC Strikers 92 Red Team (U14-D1) passed away with spinal meningitis on October 27, 2005. Vineyard concluded in reporting that we have our Christmas cards that everyone needs to sign so we can get them sent out.

STATE CUP

State Cup Chairperson, Jodene Smith reported that we had a few problems, but we worked through them, and I hope that we can fine tune things before spring and not have the same issues repeated.

TREASURER

Executive Director, Scott Harwood reported that the profit/loss paper is included in your packets Harward also reported that the sheets show that State Cup was in the hole, but it actually is ok. Fees are all in, we are reconciling with all the districts for any add on's etc. that need to be turned in. Harward concluded that the audit is just about down.

District 1 Chairperson, Mike Hall thanked Scott Harward, the office and referees for the Presidents Cup Tournament, it was excellently ran.

DIRECTOR OF DEVELOPMENT

Director of Development, Bruce Cuppett was out of town, State Cup Chairperson, Jodene Smith reported that we as a state need to focus on parent education, and side line behavior. There will be a new DVD released at National Workshops in Houston that all clubs and districts need to introduce during the winter months prior to spring play.

Smith also reported that we need District chairs, league presidents, club presidents, DOC's of clubs, administrators visible at games, tournaments and state cup. Smith concluded that the web site needs to be posted now with the dead line for spring state cup, and that every team needs to be represented at all the meetings.

DISTRICT REPORTS

District 1 Chairperson, Allen Jones reported they discussed alignment, issue of state cup, referee fee structure.

Allen concluded in reporting that recruitment thru ODP really needs to be discussed.

District 2 Proxy, League 13 President, Eric Wells reported that they have several new League Presidents, and a new Club President.

Wells concluded in reporting that they are concentrating on getting more training to the recreation coaches.

District 3 Chairperson, John Gygi reported that they will be holding their District Meeting Monday night, We will be submitting new bylaws, and will have elections for Vice Chair and Boys Competition. Gygi concluded in reporting that they also have discussed the referee fees.

District 4 Chairperson, Dave Mills reported that they have realigned the boys and girls competition directors, and now have just a Competition Director.

We are working on getting something on the website to notify coaches that they are getting out of hand and have had some complaints against them.

Mills concluded in reporting that other than that we have had a successful season.

District 5 Chairperson, Mike Hall, reported that they have also discussed State Cup issues.

District 6 Proxy, District Registrar Brandee Nadauld reported that District 6 Chairperson, Richard Messenger has resigned, and we have chosen to not assign a new one, that we are planning to wait until elections.

District 7 Proxy, Top Soccer Paul Skinner, reported that District 7's AGM will be on December 14, 2005. At that time we will be re-electing 3 positions, Boys Director, Risk Management, and District Chairperson. This will be held at Logan Recreation Center at 7:00 p.m.

Skinner also reported that District 7 appreciated the state extending the spring registration to March 15th, for our recreation program.

Skinner concluded in reporting that they have been getting complaints about referees, the referee director says that they have no one to report to them. We need the referee to be able to meet monthly and get education.

TOP SOCCER

Top Soccer Chairperson, Paul Skinner reported that he would be more than willing to come down to any board meetings and do a presentation on Top Soccer. The easiest way to do it is thru the Districts, so talk to your boards and I will be more than willing to help get this going.

DISCUSSION/ACTION ITEMS

PLAY UP POLICY

The motion was made and accepted to pass the following play-up policy:

GENERAL PLAY-UP POLICY. No player in the U-10 or younger group may be registered to a team that competes in an age group more than one year older than the player's age group. Upon written consent of the player's legal guardian and the league/club president of the member organization with which the player is registered, a player who is U11-U14 may be registered to a team that competes in an age group not more than two years older than the players age group. U15 and older will be unrestricted for play-up. The actual age of the player shall determine the play-up, not the age division the player is registered in.

No player in the U-10 age group may be registered to a team that competes in an age group more than one year older than the player's age group. Executive Director, Scott Harward stated that Bill Bosgraff feels that he must pay the adult game referees more than the Youth Game referees. Our premier division teams are at a higher level than the adults. We need to look at this and decide what we want to do. What is our referee's worth, if you do pay them more, can we expect more out of them? Do we increase their accountability?

Girls Competition Director, Debbie Haycock, stated that not all of the referees have reached the same playing field as the players. Can we demand more training on the referee's part?

District 1 Chairperson, Allen Jones, stated that if we pay the referees more we will expect more. How do we mentor our younger referees, some of our referees are trained more than our coaches. Mentoring and feed back really helps develop the referee. Our district felt that there should possibly be a performance type bonus at the end of the season.

Disciplinary Chairperson, John Lowery stated that a lot of the referees show up and look very unprofessional. Appearance means a lot, and they have more respect from the coaches and spectators when they look more professional.

President Leisa Vineyard stated that the SRC is trying to get more organization and oversight to get some mentoring going.

Boys Competition Director, Kurt Cottrell stated that our coaches need to be educated on the rules as well.

District 3 Chairperson, John Gygi stated that referees are an important part of our program; maybe we should hire someone within the office to oversee them.

District 1 Chairperson, Allen Jones stated that mentors really help to encourage all levels of referees.

SYRA, Norm Williamson stated that the Referee Association held a meeting last night. Gus really emphasized the look of professionalism. Williamson also stated that he has tried to follow up on any referee complaints. I would make suggestions to the referee, I will not over ride their decisions, but I will suggest that maybe in the future they consider some other options. Education is an important part. We need to get some retention to keep people in the program. The under 18 games in Youth soccer, were harder played, level played than in the armature program. That is were we need to have the top level referees. By increasing fees we make it more attractive to keep the younger referees, and have the higher level referees wanting to do more youth games.

District 1 Chairperson, Allen Jones stated that the clubs have an issue about fees getting raised in the middle of the season.

District 2 Proxy, League 13 President, Eric Wells stated that the biggest reason that I proposed this is we need to do something to retain the referees. My opinion is that the leagues and clubs could absorb this slight increase for this spring, if they did not want to ask for more money from the teams. In the U9-U14 the average increase per player is $21.00, in the U15-U19 the average increase per player is $9.63. We need to get something done, and we need to get it done now, before we lose any more referees.

President Leisa Vineyard suggested that everyone that this proposal back to your district boards and we will vote on it next month.

PROPOSED BOND FOR LEAGUE PLAY

Motion was made to table this. Please take back to your board. Bonds are very hard to enforce. The following is the Proposed Bond:

CANCELLATIONS/GAMES NOT PLAYED:

Referees will not be pad for an unplayed game except for forfeited games as discussed above.

MATCH CANCELLATION BOND:

There will be a team Match Cancellation Bond established that is payable by each team at the time of registration to be refunded at the end of the season if the team is in good standing. This bond will be held in escrow for referee or fine payment. The amount of the bond will be $116.00. Any use of the Cancellation Bond during the season must be replenished by the offending team to the UYSA Treasurer within ten (10) days of the forfeit/fine. Failure to comply will result in forfeiture of all games until the bond is replenished. Should a team's Cancellation Bond be depleted, then it must be fully replenished before the team is allowed to play another game.

CANCELLED GAMES:

Regular season games must be played on the scheduled day and on the scheduled field, unless the policy for rescheduling games is followed as prescribed. If a game is cancelled or rescheduled the Referee Assignor must be notified five (5) days prior to the scheduled start of the game. The home team, as determined by the season schedule, is responsible for this notification. If a game is cancelled or rescheduled without notification of the Referee Assignor, the Home Team will forfeit the game and pay the full referee fee. If a team does not show to a scheduled game or ahs not notified the other team and the Referee Assignor of cancellation or rescheduling, this team will forfeit the game and pay the full referee fee. These fees will be paid out against the team's Match Cancellation Bond.

GOOD OF THE GAME

Congratulations to Haley DeYoung, product of UYSA, has received a full ride scholarship to the University of Portland, the #1 ranked team in the Country.

EXECUTIVE SESSION

Motion was made and seconded to move into executive session to discuss Fall State Cup Issues.

ADJOURNMENT

Motion was made, seconded and approved to adjourn at 10:30 a.m. The next meeting of the Board of Directors of the Utah Youth Soccer Association is scheduled for Thursday, December 15, 2005 at 8:00 p.m. The meeting will be held at the State Office of the Utah Youth Soccer Association.
