Minutes of the Meeting of the Board of Directors
June 15, 2006

CALL TO ORDER

The regular monthly meeting of the Board of Directors of the Utah Youth Soccer Association was called to order by President Leisa Vineyard at 8:00 p.m. at the State Office of the Utah Youth Soccer Association in Salt Lake City, Utah. The following Board members were present during the meeting:

WELCOME

President Leisa Vineyard welcomed those board members and visitors in attendance and thanked them for coming.

ADOPTION OF MINUTES FROM PREVIOUS MEETING

Motion was made and seconded to accept the meeting minutes from the April 20, 2006 meeting, and the May 18, 2006 meeting. Minutes from both meetings were accepted.

REPORTS

PRESIDENT

President, Leisa Vineyard reported that the State Cup Tournament went well, even with the issues that we had, we were able to get through them all. She thanked the State Cup Committee and this Board for supporting each other. Far West Regionals are next week, and I will not be going, but to those that are good luck and be safe.

Vineyard concluded in stating that there has been a State Cup survey sent out to all the coaches that participated in State cup. The conclusion so far has been that teams did not mind setting up nets on one half of the field, and the majority, so far, really liked playing in one location. So we will see once everyone has replied, and take the data to the committee to determine what we can do for next years State Cup.

REAL SALT LAKE

Chris Keeney from Sr. Director of Sales for Real Salt Lake let the board know that they are very excited about what is happening between them and UYSA.

Keeney stated that they are busy working on things for 2007 with additional benefits for each district in the UYSA organization. Keeney also stated that Real Madrid will be playing here in Salt Lake on August 12, 2006, and have already sold approximately 20,000 seats. They are also constructing a package to send out to the UYSA households real soon. Real Madrid has cost us some money to get them to come, so we are unable to offer any type of discount tickets. But I will work directly with anyone here on the board to get tickets for this game.

Keeney also stated that September 16, 2006 game will be UYSA night.

Keeney also stated that the Real stadium will be built, we already have the private money set up, we are still working out the issues with the public money, and we are also working on helping with the proposition 5 fields in Salt Lake. Keeney concluded in thanking UYSA for all the support they have given Real Salt Lake.

TECHNICAL DIRECTOR

Greg Maas, Technical Director reported that the coaching education classes have been very positive, and great attendance, thanks for encouraging your coaches to get their licenses.

Maas also reported that the NSCAA GK State and Regional Diploma went very well, we had 32 candidates attending from 5 different states, 27 candidates were from Utah-Thanks for the great support.

Maas concluded in reporting that he was entering into a very busy travel calendar, the first cycle of ODP camps start June 26th and run throughout July, and Far West Regionals start up on June 18, 2006. Thanks for all the support.

STATE COMPETITION DIRECTOR

Kurt Cottrell, State Competition Director stated that everyone is just finishing out the last of the season, getting ready for the new year.

Cottrell stated that the Competition meetings have been held on Tuesdays, but he will be contacting all of the DOC's to find out what day works the best for them, and then let the Board know.

DISTRICT REPORTS

DISTRICT 1

Alan Jones, District 1 Chairperson, reported that they have been able to set up a meeting with Granite School District to gain access to more of their fields. They are willing to work with us in a more organized fashion, and we are willing to put up resources that will help in managing the fields that we are able to use.

DISCUSSION ON COMPETITON SCHEDULES

Alan Jones, District 1 Chairperson, presented the board with a new avenue to help with the states game schedules. He set up a formula to run the schedules through an excel program. With scheduling, you put stuff in and you get your schedules out, the online system, nobody really knows how it works.

With this program, you put in the preseason alignment, you add the name, age, gender, and division, and then the schedule pops out.

You do this for each of the divisions. You can go thru and add the basics before it gets really crazy, then you cut and paste the results into 1 page, you can sort by age, date, and field, everything else is calculated. It will also flag any problems so that you can go back and get them corrected. You only need to add the teams and fields once.

The hardest part is verifying the teams that are put thru the alignment, to make sure they are all put in and accounted for.

The online system is great, but the scheduling part is a nightmare, with the current system, it is difficult to get it up and running correctly. This program is formula driven, it would not be hard to go in and fix-it up. This is just another alternative way to get the schedules out in a faster time frame.

With this, you can keep the templates and rework them between fall and spring, so that after the alignment all you need t do is plug in the teams and dates, and you have your schedules. You also can add your perimeters so that it flags any problems that you may encounter. Leisa Vineyard, President thanked Alan Jones for putting this together and working on it, she will take it to Amy Oakeson, Programs Director, and have her test it out and get her input on it, and then bring back any input to the board for further direction.

DISTRICT 2

Trish Roberts, District 2 Chairperson, stated that her board had asked her to find out what all of the other districts are doing in paying their registrars. Are they employees, or independent contractors?

The coconscious of the board is that the majority of the districts treat their registrars as independent contractors.

DISTRICT 3 John Gygi, District 3 Chairperson, stated that they are just getting ready for fall, trying to locate and secure any new fields that we can use.

Concerning Registration, do we need to send Birth Certificates in for those that are already in the system?

Leisa Vineyard, President, stated that once they have been verified, there really is no need to continue collecting them; some people have started scanning them into the system. ADG is a very secure sight, and you can store all of your Birth Certificates on their sight.

Gygi concluded in stating that they will not have any district program for this fall, everything will be run in house.

DISTRICT 6

Brandee Nadauld, District 6 proxy, reported that they are just finishing up with registrations, and their numbers are about the same.

DISTRICT 4

Dave Mills was excused, but asked that Leisa Vineyard ask that if anyone is doing an inter-district play, that they please approve it through them before doing so.

DISTRICT 7

Delon Brower, District 7 Chairperson, reported that their spring season went very well. They have just finished up with the Kohl's America Cup, the support was good, and we had 40 teams participating.

Brower concluded in asking when they would be getting the money for the tournament.

CEDAR CITY PETITION TO BECOME A LEAGUE

Kyle Pasley, League at Large, explained to the board that Cedar City wants to become a separate league from Southern Utah Soccer.

Pasley explained that Cedar City has a recreation program affiliated with the Southern Utah Soccer Association, but they have not gone through our board, and have not correctly registered all of their players. We told them that they needed to get this done, and they never did, so were went through and got them registered so they had the insurance, and they have never paid us the money. They think that all we want is the money, but we are the only ones that should be able to accept the money, all of those kids need to be correctly registered. They also have $10,000 of SUSA equipment up in Cedar City.

Pasley stated that his worry is that we are going to muddy the waters by having to many teams, but if they want to have their own thing Iron County and north that is fine for the competition program. There is no reason that we can not have something set up so that we can run two (2) different programs.

Leisa Vineyard, President asked if both entities would be willing to have a Friday night or Saturday board meeting, and we could come down and help work things out. There is a lot more accountability by becoming their own league.

Pasley responded that would be good, maybe we could all get on the same page and get this worked out.

Motion was made and seconded to table the Cedar City Petition until next month.

BUDGET

Leisa Vineyard, President, stated that there have been a few adjustments made to the budget, we were over in a few areas, and under in others, so we have moved some of the money allocations around. The good thing is that we have come out ahead about $9,000. That way we have some cushion.

Motion was made and seconded to approve the budget changes.

ADOPTION OF X-LEAGUE POLICY

President, Leisa Vineyard asked if each district had taken this back to their boards and if we were ok to adopt this.

Motion was made and seconded to accept the following x-league policy.

U10 X-LEAGUE

UYSA OVERVIEW

The Utah Youth Soccer Association (UYSA) is the only organization in Utah that offers playing opportunities to youth players of all ages, playing abilities, and levels of commitment. The organizations mission is to offer a diverse range of soccer services to meet the needs of every child in the state, regardless of the child's background or financial means.

U10 X-LEAGUE BACKGROUND

The U10 X-league continues to be one of the fastest growing state-wide programs, experiencing substantial growth from the inaugural 2004-05 season. As the program continues to grow and develop, the goal is to form geographical leagues that will help to minimize the amount of travel for participating teams; however, this may not always be the case.

The U10 X-league registration, alignment, and scheduling fall under the current competition rules and policies set forth by UYSA's State Competition Program.

U10 X-LEAGUE PHILOSOPHY

The U10 X-league is a state-wide junior competition program for those players in the U10 age group. The U10 X-league was created to build a bridge that helps to connect both recreation and competitive soccer programs. The foundation of the U10 X-league is to foster an environment for those ambitious and advanced players who aspire to a higher-level of play. In addition, the U10 X-league is focused on augmenting player development through quality and organized play-in a fun, challenging, and rewarding soccer environment.

U10 X-LEAGUE PLAYER ELIGIBILITY

No player in the U-8 or younger age group may be registered to play in the U10 x-league. No player in the U-9 age group may be registered to a team that competes in an age group more than one year older than the player's age group. The actual age of the player shall determine the play-up, not the age division the player is registered in.

U10 X-LEAGUE COACHES QUALIFICATIONS AND CERTIFICATION

Every coach that coaches in the U10 X-league must sign the "Code of Coaching Ethics" form.

All individuals coaching in the U10 X-league will have on record at the UYSA State Office a minimum of a valid USSF "E" License. The UYSA State Office will maintain on the UYSA website an updated list of coaches and their license-level. It is the responsibility of the League/District Registrar to note the license-level of the coach of any team entering the U10 X-league. The registrar must verify the coach's license by viewing the license or by checking the state list of coach's licenses. If the coach does not have the required license or waiver, the Registrar will return to the coach the roster and all accompanying documents for that team and will notify the District Competition Director/District Chairperson (the District will decide who is to be notified) of the deficiency and that UYSA representative will follow through to assist the team in obtaining a coach with a valid license.

A Waiver can only be issued to a coach with a UYSA Youth Module Level I or II. Exceptions to this will be handled on an individual basis by the District Board and with final approval by the State Technical Director. A request for an extension of an expired waiver must follow the same process.

A coach that has been granted a license waiver may function as a head coach or an assistant coach for one playing year. After the waiver period expires, that individual may not function as a head coach or as an assistant coach for any team until he/she reaches the proper license-level.

If any games are played with an unlicensed coach coaching, said coach will be brought up on disciplinary charges.

If an individual is listed as the Head Coach on more than (1) team in the U10 X-league, each team must have an assistant coach with the required License-level or (1) year waiver.

The coaching waiver is good for the duration of one UYSA playing year. The definition of that period is February 1 through January 31; and July 1 through June 30. If a waiver request is initially submitted to the District after the season play, the waiver will be dated as if received at the start of the next season.

U10 X-LEAGUE PLAYING RULES

LAW 1-The Field of Play:

Dimensions: The field of play must be rectangular. The length of the touchline must be greater than the length of the goal line.

Length: Minimum 60 yards-maximum 80 yards

Width: Minimum 45 yards-maximum 55 yards

Field markings: Distinctive lines not more than (5) inches wide. The field of play is divided into two halves by a halfway line. The center mark is indicated at the midpoint of the halfway line. A circle with a radius of eight (8) yards is marked around it.

The Goal area: Conform to US Soccer/FIFA

The Penalty Area: A penalty area is defined at each end of the field as follows: Two lines are drawn at right angles to the goal line, fourteen (14) yards from the inside of each goalpost. These lines extend into the field of play for a distance of fourteen (14) yards and are joined by a line drawn parallel with the goal line. The area bounded by these lines and the goal line is the penalty area. Within each penalty area a penalty mark is made ten (10) yards from the midpoint between the goalposts and equidistant to them. An arc of a circle with a radius of eight (8) yards from each penalty mark is drawn outside the penalty area.

Flag posts: Conform to US Soccer/FIFA

The Corner Arc: Conform to US Soccer/FIFA

The Goals: Conform to US Soccer/FIFA with exception that the maximum distance between the posts is twenty-one (18-21) feet and the maximum distance from the lower edge of the crossbar to the ground is seven (6-7) feet.

LAW 2-The Ball: Size four (4).

LAW 3-The number of players: A match is played by two teams, each consisting of not more than eight players, one of whom is the goalkeeper. Maximum roster size is 14-minimum to register is 8 players. Substitutions: Conform to US Soccer/FIFA with the exception of unlimited substitution.

Law 4-The player's equipment: Conform to US Soccer/FIFA. Non-uniform clothing is allowed based on weather conditions, but uniforms must still distinguish teams.

LAW 5-The Referee: Registered referee. Referees are paid on the field.

LAW 6-The Assistant Referee: Used registered assistant referees or club linesmen. Referees are paid on the field.

LAW 7-The Duration of the Match: Conform to US Soccer/FIFA with the exception of the match being divided into two (2) halves of twenty-five (25) minutes each. There shall be a half-time interval of five (5) minutes.

LAW 8-The Start and Restart of Play: Conform to US Soccer/FIFA with the exception that opponents of the team taking the kick-off are at least eight (8) yards from the ball until it is in play.

LAW 9-The Ball In and Out of Play: Conform to US Soccer/FIFA.

LAW 10-The Method of Scoring: Conform to US Soccer/FIFA.

LAW 11-Offside: Conform to US Soccer/FIFA.

LAW 12-Fouls and Misconduct: Conform to US Soccer/FIFA.

LAW 13-Free Kicks: Conform to US Soccer/FIFA with the exception that opponents are at least eight (8) yards from the ball.

LAW 14-The penalty Kick: Conform to US Soccer/FIFA with the exceptions that the penalty mark is at ten yards and that players other than the kicker and defending goalkeeper are at least eight (8) yards from the penalty mark.

LAW 15-The Throw-In: Conform to US Soccer/FIFA.

LAW 16-The Goal Kick: Conform to US Soccer/FIFA.

LAW 17-The Corner Kick: Conform to US Soccer/FIFA with the exception that opponents remain at least eight (8) yards away from the ball until it is in play.

U10 X-LEAGUE RULES AND POLICIES

The U10 X-league registration, alignment, and scheduling fall under the current competition rules and policies set forth by UYSA's State Competition program.

REAL LOGO ON ALL RECREATION UNIFORMS (SCORE)

Leisa Vineyard, President asked if all districts would be willing to put on each of their uniforms the Real Salt Lake logo above the number on the back. We would double it with the US youth logo, which is mandatory to have on each uniform.

We should get this information out to everyone. The cost would be 35-50 cents from Score, District 2 was willing to put it on their uniforms if Real would pay for it, we can ask everyone to put it on, it may be more difficult on reversible jerseys, and we can not put it on the ODP uniforms.

Kurt Cottrell, Competition Director stated that we are doing a lot for Real, so maybe they could do something for us like pay for the screen or something. We are the ones that have really built up the soccer fan base for them.

Leisa Vineyard asked if District 7 would be willing to put a patch on the sleeve of the uniforms.

Delon Brower, District 7 Chairperson, stated that they would be willing to place a patch on the sleeve of their uniforms, and they could have all of their new uniforms screened printed.

Cindy Baron, Vice President, stated that she would like to see us marketing ourselves before we market someone else. Leisa Vineyard stated that maybe we should just put Utah Youth Soccer logo and double it with US Youth's logo and wait to put Real on the uniforms?

For the Score uniforms we really need to jump on this, because most districts/leagues have already put in an order. We will come up with something and e-mail it out to everyone, and get something worked out.

CHANGES TO STATE CUP POLICY

Bruce Cuppett, Risk Management Chairperson & State Cup Committee Member presented the following Draft changes to the State Cup Rules, the are as follows:

Draft Changes to UYSA State Cup 2006 - 2007

3.1.13 Teams agree to play without complaint wherever they are assigned to play within the Utah geographic area as far as time, place and referee crew.

5.5.1 Entries into State Cup will be seeded with the previous year's champion #1 and the runner up #2. All other entries will be aligned and placed into brackets by the State Cup committee based upon the most recent alignment (under the direction of the competition director). Under eleven (11) through under thirteen (13) will be restricted to sixteen (16) teams, and under fourteen (14) through under nineteen (19) will be restricted to twelve (12) Teams. If more than sixteen (16) teams register for the under eleven (11) through under thirteen (13) or more than twelve (12) teams register for the under fourteen (14) through under nineteen (19) there will be a play in to determine the teams.

5.5.2 Play ins will be conducted two (2) weeks prior to entry seeding. State Cup committee will notify teams of date, field location, and referee assignment forty eight (48) hours prior to match play. The Utah State Cup game will take precedence over all other Utah sanctioned games. Teams that fail to qualify for entry seeding will have their application fee and bond return to them less the cost of the play in match.

5.5.3 In the under eleven (11) age group all teams will be aligned by the most recent alignment (under the direction of the competition director).

5.5.4 Sixteen (16) team bracket: Four (4) groups of four (4) teams. Each team will play the other teams in their group once. The winner of each group and the second place team of each group shall advance to quarter finals. Group A will play group D and group B will play group C and cross over will occur after semi finals when winners pass on to finals.

5.5.5 Fifteen (15) team bracket: Four (4) groups. One (1) group of three (3) teams and three (3) groups of four (4) teams. Each team in their group will play each other once. Advancement is the same as sixteen (16) team bracket.

5.5.6 Fourteen (14) team bracket: Four (4) groups. Two (2) groups of three (3) teams and two (2) groups of four (4) Teams. Each team in their group will play each other once. Same advancement as sixteen (16) team bracket.

5.5.7 Thirteen (13) team bracket: Four (4) groups. Three (3) groups of three (3) teams and one (1) group of four (4) teams. Each team in their group will play each other once. Same advancement as sixteen (16) team bracket.

5.5.8 Twelve (12) team bracket: Four (4) groups. Four (4) groups of three (3) teams. Each team in their bracket will play each other once. Same advancement as sixteen (16) team bracket.

5.5.9 Eleven (11) team bracket: Three (3) groups. One (1) group of three (3) teams and two (2) groups of four (4) teams. Each team in their group will play each other once and the winner of each group will advance along with the second place team. From the age bracket Wildcard #1 (WC1) and Wildcard #2 (WC2) will be the 7th and 8th place teams to advance to quarter finals. Group A will play the wildcards and group B will play group C. Cross over will occur after semi finals.

5.5.10 Ten (10) team bracket: Three (3) groups. Two (2) groups of three (3) teams and one (1) group of four (4) teams. Each team in their bracket will play each other once. Same advancement as eleven (11) team bracket.

5.5.11 Nine (9) team bracket: Three (3) groups of three (3) teams. Each team in their group will play each other once. Same advancement as eleven (11) team bracket.

5.5.12 Eight (8) team bracket: Two (2) Groups of four (4) teams. Each team in their group will play each other once. The winner and second place team from each group shall advance to the semi finals.

5.5.13 Seven (7) team bracket: Two (2) groups. One (1) group of three (3) teams and one (1) group of four (4) teams. Each team in their group will play each other once. Same advancement as eight (8) team bracket.

5.5.14 Six (6) team bracket: Two (2) groups of three (3) teams will play each other in their group once. Same advancement as eight (8) team bracket.

5.5.15 Five (5) team bracket: One (1) group of five (5) teams. Each team will play each other once. Winner of the group and second place team will advance to the finals.

5.5.16 Four (4) team bracket: One (1) group of four (4) teams. Each team will play each other once and the winner and second place team will advance to finals.

5.5.17 Three (3) team bracket: One group (1) of three (3) teams. Each team will play each other twice with the winner and second place team advancing to the finals.

5.5.18 Two (2) team bracket. One (1) group of two (2) teams will play a best two (2) out of three (3) series. The team that wins two (2) matches will be the UYSA State Champion.

5.5.19 One (1) team bracket: This team will be the UYSA Champion and must pay entry fee and bond to pass on to Far West Regionals.

7.11.1 Director of coaching (DOC) will have a club pass that is good for all teams from that club that are entered in State Cup. However only four (4) credentialed administrators/coaches are permitted on the team bench.

7.11.2 All coaches will remain seated in the technical area/team bench. Positive coaching points may be made from a standing position, but after the coaching point is made the coach must remain seated.

7.18.1.2 Failure to sign in/register the team at the assigned time and place will cause disciplinary action which will cause the team's elimination from State Cup and forfeiture of entry fee and bond. If the team elects to stay in State Cup play they shall be fined an additional $1000.

10.4.1 A plea of ignorance to the rules and regulations of the national Championship Series Policy and the UYSA Championship Policy is not sufficient grounds for a protest.

10.4.2 Protest of judgment decisions of referees will not be allowed.

10.5.4 A lawyer shall not represent a team at the hearing of a charge of protest unless he/she is a bona fide carded official of one of the teams concerned.

12.3 The coach of the team that intentionally forfeits or intentionally abandons a State Cup game shall be suspended by UYSA from coaching in Utah from the time of the act for one calendar year.

13.5.1 If the rescheduled game between two teams is played prior to the latest scheduled time and place the game shall be replayed in its entirety.

16. Appeals

16.1 All decisions by the State Cup Chairperson and/or the State Cup chairperson designee are final and shall not be the basis of a protest or an appeal, nor shall any such decision be the basis for withdrawal of a team or the refund of a team's application fee.

16.2 Filing a protest shall not stay the State Cup competition.

Leisa Vineyard, President asked that everyone please take them back to your districts for feedback, so that we can pass them next month.

Kurt Cottrell, Competition Director stated that maybe we should look at running State Cup 6 days' straight days.

Leisa Vineyard stated that this is an open tournament; we really shouldn't limit the brackets.

John Gygi District 3 Chairperson, stated that we should have each team volunteer someone to help out Can we force someone to do it.

Jodene-we only had 2 volunteers that stepped up.

Leisa-everyone needs to be involved all year round. I got this info from someone. They truly need to be involved.

Bruce Cuppett stated that we have to have year round participation from the committee. And having satellite fields are a nightmare. To participate on this committee is an ongoing thing year round.

Kurt Cottrell, Competition Director stated that his experience as a coach at state cup has been really good. Everything was run great.

Alan Jones, District 1 Chairperson stated that the tournament worked well, thanks for all your efforts.

Leisa Vineyard asked that everyone take these back to your boards and we will get this in writing and passed.

Bruce Cuppett also stated that we really need to make sure that every team has a qualified assistant incase of game conflicts, this happened this spring, we should have caught it at check-in but we didn't we will pay closer attention for this fall.

PRESIDENTAL APPOINTMENT

Motion was made, seconded and approved to ratify Kim Smith as the Protest and Appeals Chairperson, as well as the Rules Chairperson, by President Leisa Vineyard.

PARENTS CODE OF CONDUCT

The Parents Code of Conduct was passed at the May 18, 2006 Board meeting, each league/club needs to have their parents sign one and keep it at their level, the State only needs a copy of it if there is a problem. The following is a copy of the Parents Code of Conduct:

PARENTS CODE OF CONDUCT

This Parent Code of Conduct has been developed to clarify and define the standards of professional, ethical, and moral behavior from parents affiliated with the Utah Youth Soccer Association (UYSA).

1. I will emphasize that the game is played for fun, and for the benefit of the youth, not adults.

2. I will act as a role model by demonstrating positive support for all players, coaches, and game officials-regardless of race, creed, color, gender, religion, or ability.

3. I will not engage in any kind of unsportsmanlike conduct with any official, coach, player, parent, or spectator such as booing and taunting, refusing to shake hands, or using profane language or gestures.

4. I will teach my child to play within the spirit and intentions of the rules and the Laws of the Game.

5. I will refrain from criticizing the game officials, and will respect their authority and decisions during the games.

6. I will never place the value of winning over the safety and welfare of the players.

7. I will demand a sports environment free from drugs, tobacco, and alcohol and I will refrain from their use at all sporting events.

8. I will not encourage, invite, nor recruit any player form an opposing team to join my child's team during the playing season.

I understand that if I fail to abide by the aforementioned UYSA Parent Code of Conduct, I will be subject to disciplinary action that could include, but is not limited to the following:

*Verbal warning by official, team coach, and/or head of league organization
*Game forfeiture through an official or team coach
*Parental suspension with written documentation to be kept on file with UYSA

I have read this UYSA Parent Code of Conduct. I understand its requirements and agree to abide by the letter and spirit of this UYSA Parent Code of Conduct.

Motion was made, seconded and approved to adjourn at 10:00 p.m. The next meeting of the Board of Directors of the Utah Youth Soccer Association is scheduled for Thursday, July 20, 2006 at 8:00 p.m. at the State Office of Utah Youth Soccer Association.
