Minutes of the Meeting of the Board of Directors
August 18, 2007

CALL TO ORDER

The regular monthly meeting of the Board of Directors of the Utah Youth Soccer Association was called to order by President Scott Maxfield at 8:10 pm. At the State Office of Utah Youth Soccer Association in Salt Lake City, Utah. The following Board members were present during the meeting:

Scott Maxfield, Cindy Baron, John Gygi, Terri Baker, Scott Hansen, Kim Smith, Dave Mills, Leisa Vineyard(Proxy District 2), Kathy Sanders (proxy Kurt Cottrell), Jeff Henderson (Proxy District 5) Bruce Cuppett, Jodene Smith, Greg Maas, Norm Williamson.

Also present was Bobby Ginn (Executive Director)

Jodi Wells excused, Jodene Smith taking minutes in her absence.

Welcome

President Scott Maxfield welcomed all in attendance and Thank them all for coming.

Last months minutes were passed.

President Scott Maxfield asked all to take the time to write up there reports to save time in the meeting

Reports

Kathy Sanders- Competition Committee

Alignment went okay. Placing all of the new teams was sum what time consuming. Most new teams ended up at bottom of the placement, but try to place as many as could in the best spot possible.

Greg Maas- State Technical Director

Busy, Busy summer. ODP wrapping up. Great year for ODP. ODP established two all-time records this year for players being selected to US Youth Soccer's Region IV ODP Team Pools. In addition, the '90 Boys ODP Team set an all time, single-team record for Utah's ODP with 9 players selected to represent Utah on the '90 Boys Region IV ODP team pool. Very Exciting!

Coaching Education- Regularly scheduled courses are now complete. The E and D courses set an attendance record for summer coaching education. In August UYSA will host the first-ever Spanish Speaking E license class in SLC.

September will be UYSA Soccer Month. September 21st at Oaker Shadow Park in South Jordan a clinic will be available to UYSA members 10 and younger, and RSL will participate again with appearances.

US Soccer Update- No Utah teams participating. Is very pricey, and would require that you have no participation in your State's regular league play, as well as no ODP participation. Would require a lot of travel. Is for Boys ages U-16 to U-18.

Federation has no playing rules yet. At this point it is a wait and see game.

Bruce Cuppett- State Cup Chairperson

President Scott Maxfield thanked Bruce for sending Denny last month. Her company was enjoyed by all, and welcomed her to come any time.

State Cup- Boys will play in the fall, and Girls will play in the spring. This is designed to help balance out how many teams will play in each season of State Cup. Implementing a Player Transfer Freeze date. This is to help eliminate any LAST minute transfers to State Cup rosters. This will take place 72 hours prior to the Roster Freeze date.

Holding a MANDATORY Team administrators meeting on September 12th from 7:00 pm to 9:00 pm

State cup Deadlines:

Player Transfer Freeze date: Oct 5th @ 5:00 pm
Roster Freeze date: Oct 8th @ 5:00 pm
State Cup games: Oct 22- Nov 3

State Cup will be played in Orem.

New rules for State Cup that were submitted last month need to be approved. (All rules were passed.)

There were 28 red cards in last years State Cup that will need to be served this year.

Leisa Vineyard- Proxy D2

Challenge program in D2 is struggling. Mostly because of X-league being offered for the U-9 and U-10 age groups. District 2 has a new Registrar- Leisa Vineyard. (District 2 is very excited to have her says Jodene Smith)

Everything else is going well.

John Gygi- District 3 chairperson

Have a lot of U-9 teams this year. Busy changing TBD's on the system to actual fields. Recommends that we send out a mass e-mail of the cancellation policy to everyone. Everything else going well.

Dave Mill- D4 Chairperson

New league presidents for league's 29, 30, and 35. Year going good so far. Went over the scheduling policy and sideline policy at coaches meeting.

Jeff Henderson- Proxy D5

Nothing to report

Scott Hansen- District 6

Busy- But doing good, so far.

Debbie Haycock- Proxy District 7

League 49 hoping for a new President by next month. Having field struggles. Logan city is being hard to work with. Lots of other things struggling, but will work out.

Norm Williamson-SYRA

Sent Brad Jensen to Nationals. Nationals was very pleased with Brad. Regionals were hard on our Ref's this year with the High heat. It made several of them sick.

Lots of tournaments going on. Have been trying to make it to as many as is possible.

Referee's need to still register in the ADG system. All haven't been told to do so yet. But will be told.

Terri Baker- Recreation Chairperson

Need to get volunteers from each district to help be on the Recreation Committee. Would like to put together "Soccer in a box" for new recreation coaches. Would like Recreation Committee to eventually get to all of the leagues and help them with there recreation development.

Bruce Cuppett- X League

We have 13 boys U-9 teams, 28 boys U-10 teams and we have 18 U-9 Girls teams with 13 U-10 girls' teams. The program is really doing well. We will start the weekend after Labor Day, having 1 game a week for 8 weeks.

Trying to do the alignment for this group was very difficult. We did not have any records of were they should be aligned, so we have come up with an alignment form that will make things easier, and we will start to use that form this spring.

Also, we need to standardize how we name these teams. To many with names of xyz blue, xyz gold, ect. We don't know what level to place these teams on. Each district uses a different system of ranking. Meaning, gold in one district could be premier, and mean select in another. Some sort of system needs to be put in place.

Debbie Haycock- Risk Management

Clubs need to have less information of players on there Web sites. District chairs need to monitor there leagues web sites for information regarding there players. To much information is not safe. Names should never be put on the web.

Discussion items:

Referee Assigning module- Needs to be used. Even if not using module to assign referee's to games, you still will need to put the information in the system. Suggestion to have training at AGM for ADG education.

New gaming league idea- President Scott Maxfield

Have premier, Division 1 and Division 2 stay as is, but have a new gaming league used for D3, D4, and D5 that will travel less. Maybe make it a regional (local) play?

Parents of these ages don't want to be taking players out of school for a game.

Presidents cup- President Scott Maxfield

Make presidents cup a tournament for the D3-D5 divisions. Also invite the district teams to participate.

No Birth Certificates submitted each year- President Scott Maxfield

Once a player has turned in a Birth Certificate and has been issued a player pass with an identification number, that should be enough information to use to register that player with for as long as he/she plays soccer. This should also be used to register for Tournaments. Excluding State Cup. Will bring this up at the AGM to pass.

AGM- Cindy Baron and Bobby Ginn

Looking for Awards from the Districts for the AGM. Need: Coach of the year award, volunteer of the year award, and Referee of the year award. Please submit as soon as possible. Also still looking for a place to hold the AGM. Have a couple of idea locations, but still looking.

It is also our 30th year anniversary as an association, and so we are looking to make it one of our best AGM's. District Chairs, please, please try and get as many of your leagues to come and participate as possible.

3 teams in district 5 are trying to become affiliated. More paperwork is required to complete the process.
